Antoinette, the first one installs fine, prompts me to sign in. The second web app has a sign in link at the top right to sign into your account or create one. It doesn't install, you just sign in and use it in the web page that opens.
Are you by any chance running Windows 10 S mode which restricts you to only Microsoft Store apps? If you don't, you're not using S Mode.
